Early Life and Education:
Paul Steven Smith, affectionately known as Uncle Paul, was born on September 13, 1961, in Washington, D.C. He is the fourth of five children born to Billy Hugh and Yvonne Liverpool Smith. Growing up in a tight-knit family, Paul was deeply influenced by his parents' unwavering faith and dedication, which instilled in him the values of community service and spiritual devotion from an early age.
Paul's educational journey began in the District of Columbia public school system, where he attended Lenox Elementary School, Randall Junior High, and Eastern Senior High School. He furthered his education at South Eastern University and Washington Bible College, laying a solid foundation for his future ministry and artistic endeavors.
Early Ministry:
Paul's parents ensured he was actively involved in church activities from a young age. He joined Mt. Jezreel Baptist Church under the leadership of Rev. Dr. Harold E. Trammell, where he participated in various roles, such as singing in the choir, serving as a junior and young adult usher, teaching Sunday school, and holding the position of Junior Trustee. These early experiences fostered a deep love for ministry and community service.
Paul received his call to ministry in his early teens. His first sermon, preached during a youth day service at Mt. Jezreel, resulted in seventeen people giving their lives to Christ. This pivotal moment confirmed his calling and set the course for his future ministry.
Youth IV Christ Fellowship Mass Choir:
After grappling with his place in ministry, Paul and Brother Donn Edwards Miller founded the Youth IV Christ Fellowship Mass Choir (Y4CFMC). This group of about 150 young people ministered nationwide, collaborating with renowned gospel artists such as Rev. James Cleveland, Rev. Donald Vails, Minister Keith Pringle, The Hawkins Family, and many others. The choir’s album, “The Time Is Now,” quickly climbed the Billboard music charts, and the ministry birthed over forty other ministries and numerous gospel artists and community choirs.
Accepting the Call to Ministry:
Several years later, Paul officially accepted his call to ministry following a profound experience at a revival at Kirkland Memorial Church, where he audibly heard, “You will preach my Gospel.” This divine confirmation led to his licensing to preach the gospel on August 1, 1987, and his ordination on January 14, 1989, at Mt. Jezreel Baptist Church. Paul served as Junior Pastor there for over 15 years. He founded several impactful initiatives during his tenure, including the Koinonia Bible Institute, Jezreel Christian Book and Music Store, the renowned Southeast Washington Community Outreach Tent Revivals, the Power Source Conference, and the Project Care HIV and AIDS Ministry.
Founding Victory Fellowship Church:
On October 28, 2001, Paul founded Victory Fellowship Church International, Inc., driven by a divine vision to “gather up the fragments and reach the city, the nation, and the world for Jesus Christ.” His leadership has seen the church flourish in Capitol Heights, Maryland. Paul’s unwavering faith and commitment to his vision have been instrumental in the church’s growth and impact.

In July 2019, Uncle Paul began an unexpected journey into the world of art after watching a YouTube video that sparked his curiosity. Despite lacking prior interest or skills in painting, he decided to try it. He completed his inaugural piece, "Go For It," on July 21, 2019, with canvas, paintbrushes, and paint in hand. Uncle Paul views each brushstroke as a manifestation of his innermost thoughts and emotions, revealing the beauty and complexity of life's experiences. Despite any imperfections, he embraces his art as a divine expression, free from the constraints of traditional technique.
Personal Life and Interests:
Beyond his literary and artistic pursuits, Uncle Paul enjoys exploring new horizons, immersing himself in a good book, and cherishing moments with his close friends. His love for literature often leads him to various literary events and workshops, where he shares his wisdom and nurtures a sense of camaraderie among fellow writers. He is also known for his dynamic and inspiring teachings as a Bible preacher, connecting with diverse audiences and conveying profound truths.
